<br />The proposed sanitary sewer replacement project will improve the condition and reliability of the sewer
<br />collection by correcting pipe defects and minimizing infiltration and inflow. This project will replace
<br />approximately 12,762 lineal feet of 8 -inch and 10 -inch vitrified clay pipe (VCP) sewer main with new fl-
<br />inch and 10 -inch, polyvinyl chloride pipe (PVC) and high-density polyethylene pipe (HDPE), 74 sanitary
<br />sewer manholes, and 267 sanitary sewer laterals.
<br />ANALYSIS
<br />Six bids were postmarked by June 26, 2020 and the scheduled bid opening was conducted virtually via
<br />Zoom on June 30, 2020.
<br />On July 1, 2020, after the scheduled bid opening had occurred, the City received an additional bid package
<br />via Fed Ex. The bid package was properly postmarked by June 26, 2020 and shipped per City's previous
<br />bid submission requirements. City staff evaluated the circumstances relating to the validity of the bid
<br />submission that was received on July 1, 2020 and found it to be valid and reasonable. In this regard, City
<br />staff elected to publicly perform a second bid opening via Zoom on July 21, 2020. Casey Construction Inc.
<br />remained the apparent low bidder, as identified below.
<br />The bid amounts are summarized in the table below. The Engineer's Estimate was approximately $41VI-
<br />$4.5M.

<br />The low bid of $3,936,252 submitted by Casey Construction Inc. is approximately 1.6% lower than the
<br />minimum range of the Engineer's estimate of $4,000,000 and 12.52 % lower than the maximum range of
<br />the engineer's estimate of $4,500,000. The engineer's estimate was determined based on construction
<br />costs of sewer replacement projects from previous years. Staff reviewed several references provided by
<br />Casey Construction Inc. for similar completed projects. The references provided satisfactory feedback in
<br />regards to accountability and performance of the contractor. Based on the bids received and feedback
<br />from the references, staff believes that the low bid is responsive, responsible, and balanced and staff
<br />recommends awarding the contract to Casey Construction Inc.
