6.C. - Page 3 of 6 <br />Construction is anticipated to begin in October 2020 and conclude in July 2021. Staff will notify all <br />residents and businesses who might be affected by the construction. Additionally, the contractor is <br />obligated to notify area residents and businesses two weeks prior to the start of work in their immediate <br />area. Staff will post signs with project information at the construction sites and post construction updates <br />on the City's website. <br />FISCAL IMPACT <br />Funds for the 2019-2020 Sanitary Sewer Replacement Project were previously approved and appropriated <br />in Fiscal Year 2019-20 budget as Sewer Fund Capital Projects — Collection System Replacement Program <br />and Sewer Rehabilitation Program with available balances of $2,251,760 and $364,406 respectively, as of <br />June 30, 2020. With the recently approved Fiscal Year 2020-2021 budget, which increased the Sewer Fund <br />Capital Projects -Collection System Replacement Program an additional amount of $3,000,000, there are <br />sufficient funds available to award the full construction contract. <br />ENVIRONMENTAL REVIEW <br />As the lead agency, the City of Redwood City has determined that the 2019-2020 Sanitary Sewer <br />Replacement Project meets the California Environmental Quality Act (CEQA) exemption criteria as set <br />forth in Section 15302(C) (Class 2) replacement or reconstruction of existing utility system and/or facilities <br />involving negligible or no expansion of capacity. Furthermore, the project design complies with the City's <br />Engineering Standards and currently accepted practices. A Notice of Exemption (NOE) will be filed <br />following Council approval. <br />This project does not require a National Pollutant Discharge Elimination System (NPDES) General Permit <br />for stormwater discharges associated with construction and land disturbance activities pursuant to <br />Attachment A.2 of Order No. R3-2015-0049, NPDES Permit No. CAS612008, which exempts projects to <br />update existing lines and facilities.
