6.F. - Page 2 of 11 <br />ANALYSIS <br />The contractor, FBE Vanguard Construction, Inc. has completed the construction of improvements in <br />accordance with the agreement, the project plans, the project specifications, and to the satisfaction of <br />the City Engineer. The contractor provided a faithful performance bond and a labor and material bond, <br />each in the amount of $1,189,202.04 that can be released at this time. These bonds will be replaced by a <br />Guaranty that guarantees all construction performed, and all material and equipment incorporated <br />therein, which will be held for a period of one year. The Guaranty is a warranty in the event that any of <br />the improvements fail within a one-year period. <br />Three contract change orders, totaling $57,717.94, were issued for quantity adjustments and changes to <br />the project scope to correct designer errors. The final contract amount is $1,242,317.94, a 4.87% increase <br />from the initial contract amount. <br />FISCAL IMPACT <br />Funding for this project was previously approved and appropriated in the Fiscal Year 2018-2019 budget. <br />ENVIRONMENTAL REVIEW <br />This activity is not a project under California Environmental Quality Act (CEQA) as defined in CEQA <br />Guidelines, section 15378, because it has no potential for resulting in either a direct or reasonably <br />foreseeable indirect physical change in the environment. The City determined when it awarded the <br />contract that the project was categorically exempt from the requirements of the California Environmental <br />Quality Act (CEQA) Guidelines pursuant to Section 15302 — (Replacement or Reconstruction) and 15303 <br />(New Construction or Conversion of Small Structures). <br />PUBLIC NOTICE <br />Public notification was achieved by posting the agenda, with the agenda items being listed, at least 72 <br />hours prior to the meeting. <br />ALTERNATIVES <br />The City Council may choose not to accept the project or authorize the release of bonds and retention, <br />however, this would be contrary to the terms of the contract, prior City Council action, and public <br />contracting code. <br />Page 2 of 3 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.ore <br />70 <br />
