6.1. - Page 2 of 8 <br />ANALYSIS <br />Given the amount of funding, the City should be able to complete a 30-60% project design and complete <br />the CEQA analysis for the Regional Project. This level of design completeness should confirm the viability <br />of the project, the necessary project improvements and determine the cost of the Regional Project. <br />Completing the CEQA analysis should also allow the Regional Project to eligible for more grant funding. <br />In addition to the $913,333, San Mateo County has obtained $200,000 in federal grant funds for the <br />preliminary design of the Regional Project. These County funds are expected to be used forthe preliminary <br />studies for the Regional Project such as the surveying, geotechnical, and hydrogeological analysis that <br />support the Regional Project's design. <br />Staff advertised a Request for Proposals in June 2020 for the design of the Regional Project, including <br />CEQA. The goal is to have the consultant team use the $1,113,333 in grant funds to further the project <br />design and also provide an estimated project cost to take the Regional Project (Red Morton Park) through <br />the construction stage, assuming that the City is able to find additional grant funding. The design award <br />is expected to occur at the same time as the approval of the funding agreement in early October. <br />FISCAL IMPACT <br />While there is no immediate fiscal impact to the City as a result of this action, a future budget amendment <br />will be requested for the grant revenue and to appropriate the funds. <br />ENVIRONMENTAL REVIEW <br />This activity is not a project under California Environmental Quality Act (CEQA) as defined in CEQA <br />Guidelines, section 15378, because the application for and receipt of funding, design work, and CEQA <br />review have no potential for resulting in either a direct or reasonably foreseeable indirect physical change <br />in the environment.
