08/24/2020 WHEREAS, individuals and families living in their RV within the City's jurisdiction are vulnerable to crime and are at risk of injury and harm due to exposure to the elements and other health, safety and welfare -related circumstances associated with living in a vehicle; and WHEREAS, RV residents may not be accessing social services which are otherwise available to them, including permanent housing, mental and physical health, substance abuse, food insecurity, domestic abuse, veterans' issues, and employment assistance; and WHEREAS, significant numbers of RVs parking on the street impacts the use and enjoyment of public spaces for their intended purpose and can have an adverse effect on the health and safety of the people in the City; and WHEREAS, an accumulation of RVs parked on the street has led to traffic safety, fire safety, personal and environmental health, and aesthetic concerns; and WHEREAS, non- operable RVs that cannot be moved on a regular basis impede street sweeping and other clean-up operations, views of motorists and pedestrians and impede use of authorized gray and black water disposal sites with the potential for illegal discharges of septic waste, wastewater, fuels, trash, or garbage from such vehicles into City streets, gutters, or storm drains; and WHEREAS, there have been several serious vehicle fires relating to the use of the vehicle as a residence, which resulted in damages to property and injuries to occupants; and WHEREAS, because those individuals or families residing in an RV often rely on public shared spaces for their habitation, continuous parking of RVs in an area may come into conflict with residents and businesses that rely on streets, public parking or easements and the City has seen an increase in the number of complaints from residents and business owners to the continual parking of RVs on City streets and the City; and WHEREAS, the City has identified a number of "hotspots" with concentrations of parked RVs, including: 200 block of Cedar Street; Douglas Court; Maple Street; Oddstad Drive; Shasta Street; Spring Street; Stafford Street; and Walnut Street; and WHEREAS, to address some of the parking issues, the City will be considering an ordinance that regulates overnight parking of recreational vehicles; and WHEREAS, at its June 22, 2020 meeting the City Council held a Study Session concerning a proposed two-year Temporary RV Safe Parking Program (Program) and, ATTY/RESO.0083/CC RESO TEMPORARY RV SAFE PARKING PROGRAM RESO.
