08/24/2020 <br />after considering public comment and discussing the proposed program, the Council <br />directed staff to return with a Program for the Council to formally review and approve; and <br />WHEREAS, staff has presented to the City Council a two-year Temporary RV Safe <br />Parking Program that includes an RV Parking Permit Program, an off-street RV Safe <br />Parking Site and outreach and case management services to assist RV residents in <br />transitioning to permanent housing; and <br />WHEREAS, the City Council now desires to establish a Temporary RV Safe <br />Parking Program. <br />NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY <br />OF REDWOOD CITY AS FOLLOWS: <br />Section 1. Recitals <br />The foregoing recitals are true and correct, are hereby incorporated herein by this <br />reference as if fully set forth in their entirety, and constitute findings in this matter. <br />Section 2. CEQA <br />The project is categorically exempt from the requirements of the California <br />Environmental Quality Act (CEQA) Guidelines pursuant to Section 15301 Class 1 <br />"Existing Facilities" as the proposal amounts to a negligible expansion of the current <br />use; Section 15304 Class 4 "Minor Alterations to Land" including potentially gravel, <br />striping, and temporary facilities; and Section 15061(b)(3) "Common Sense" as there <br />would be no possibility that the proposal will result in significant environmental effects. <br />Section 3. Establishment of Program <br />The City Council hereby establishes and approves the implementation of a two-year <br />Temporary RV Safe Parking Program "Program" for the City of Redwood City that <br />accomplishes the following: <br />• Creation of a process for review and issuance of a temporary RV Parking <br />Permit; <br />• Creation of an off-street RV Safe Parking Site at a City off-street parking facility; <br />and <br />■ Outreach and Case Management Services to assist RV residents in <br />transitioning to permanent housing. <br />The Program will provide up to a maximum of 110 (one hundred ten), renewable, RV <br />Parking Permits to approved participants in the Program to accommodate the population <br />of RV residents in Redwood City. This Program is intended to balance the needs of those <br />individuals and families residing in RVs with the health and safety concerns related to <br />ongoing parking of RVs on City streets throughout the City. This Program will enable parking <br />of RVs on City streets overnight and at a City off-street parking facility subject to certain <br />permit criteria for participation and other requirements, which are necessary in order to <br />ATTY/RESO.0083/CC RESO TEMPORARY RV SAFE PARKING PROGRAM RESO.
