08/24/2020 <br />achieve the purpose and goals of the Program. <br />The City Manager, or their designee, shall implement and administer the Program with <br />assistance from LifeMoves, a long-time partner of the City, which will provide outreach and <br />case management services for homeless families and individuals and other services in <br />accordance with those Program parameters set forth in the attached Exhibit A <br />Section 4. Stated Goals of Program <br />The stated goals of the Program are as follows: <br />• Assisting RV residents in transitioning to permanent housing; <br />• Assisting RV residents in obtaining needed social and/or employment services to <br />support their transition to permanent housing; <br />• Reducing/eliminating RV residency -related impacts on neighborhoods and <br />businesses; <br />• Eliminating RV residency -related environmental and public health impacts; and <br />Reducing the costs and staff time related to RV residency -related clean-up and <br />response to call -outs. <br />These stated goals may be amended by City Council from time to time, depending on the <br />desires of the Council and the results of the Program itself. <br />Section 5. Duration of Program <br />The Program will be in effect for a two-year period, unless otherwise amended by City <br />Council. <br />Section 5. Criteria for Participation in the Program <br />The following shall be the eligibility criteria for participation in the Program, unless otherwise <br />amended by Council. <br />• At least one member of the household must have a valid driver's license. <br />All persons residing in the RV must: <br />• Commit to engage in efforts to find permanent housing; <br />• Not be registered as a Sex Offender; <br />• Not have a conviction as a violent felon within the last two (2) years; <br />All RVS must: <br />■ be owned or leased by one or more of its residents; <br />■ be in operable condition so that it is able to drive in a legal manner; and <br />• have valid vehicle registration and minimum state required insurance. <br />ATTY/RESO.0083/CC RESO TEMPORARY RV SAFE PARKING PROGRAM <br />REV: 08-19-2020 RL <br />Page 4 of 6 <br />RESO.
