EXHIBIT "A" <br />General Permit Requirements <br />08/24/2020 <br />A. The City Manager, or their designee, may adopt rules and regulations as <br />necessary to implement the Program and create requirements relating to the RV Parking <br />Permit and any necessary subsets of the RV Parking Permit including a Transitional 10 - <br />day Permit (to allow immediate relief to those who cannot meet criteria within 10 days) <br />and a Renewable Permit. <br />B. These rules and regulations shall include compliance with the following permit <br />requirements which shall be a condition of the issuance of the RV Parking Permit to <br />participants in the Program: <br />• Visibly display their permit at all times; <br />• Use a proper dumping site for the disposal of waste water and properly dispose <br />of garbage; <br />Keep the area around the permitted vehicle clean and free of garbage/debris; <br />• Not store personal belongings outside of the permitted vehicle; <br />• When parked on the street, move the RV to a different street a minimum of <br />once every seventy-two (72) hours; <br />• If parked off street, at the Temporary RV Safe Parking Site, move the RV per <br />the Safe Parking Site Rules; <br />• Compliance with all rules, regulations and laws; and <br />• Failure to comply with the conditions of the RV Parking Permit may result in <br />revocation of the RV Parking Permit. <br />II. Implementation of Program <br />A. The City Manager, or their designee, shall implement the Program by creating <br />a process by which applications for the RV Parking Permit shall be received, reviewed, <br />issued, denied, renewed and revoked. This process shall be in conformance with and <br />consistent with the purpose and intent of the Program, the Program Goals, Criteria and <br />Permit Requirements set forth herein. <br />B. Implementation of the Program also includes the creation of the RV Safe <br />Parking Site at a City off-street parking facility located at 1402 Maple Street to allow <br />approximately 30 to 50 RV Parking Permit holders to park on City -owned property with <br />designated parking spaces in accordance with the rules and regulations related to use of <br />the RV Safe Parking Site, parking parameters, RV Safe Parking Site features and <br />services and eligibility for use of the RV Safe Parking Site as established by the City <br />Manager, or their designee. <br />C. As part of the implementation of the Program the City will issue vouchers for <br />proper disposal of gray/black water with the renewable RV Parking Permit. <br />ATTY/RESO.0083/CC RESO TEMPORARY RV SAFE PARKING PROGRAM RESO.
