With the Port of Redwood City site secured, staff would like to continue the Circus and <br />enter into a Live Performance Agreement between the City and Zoppe for a not -to -exceed amount of <br />$161,500. This would allow performances for four weekends this year; performances have been offered <br />over four weekends for the last two years. Zoppe has agreed to increase the number of show <br />performances and keep the same not -to -exceed cost. The number of shows realized by four weekends <br />spreads some of the larger one-time costs over multiple shows. Ticket sales are a key revenue stream <br />identified through our Downtown Events Sustainability Plan. <br />The Zoppe Circus recently completed a drive-in style performance in Ventura, California. Staff visited that <br />performance to understand the nuances of the production requirements: attendee arrival, contactless <br />ticket check, production requirements for both a "jumbotron" (to aid in viewing some of the closer up <br />functions) and audio broadcasting, in addition to safety messaging to people in cars. Staff have <br />coordinated the required services to complete the production requirements. <br />Offering the Zoppe Circus in this format supports a key element of the City's COVID19 pandemic response, <br />to Restore community cultural, economic and social vitality. <br />FISCAL IMPACT <br />The Live Performance Agreement with Zoppe Circus is up to $161,500 and PRCS estimates approximately <br />$65,000 would be needed for marketing, equipment, supplies and staffing costs to support the four weeks <br />of performances for a total cost of $226,500. Staff estimates revenue at $250,000 based on sales from <br />last year's shows and readjusted to account for the decreased capacity due to the drive-in versus seated <br />capacity. Current budgeted appropriations are sufficient to cover the proposed cost of this agreement for <br />the City; no additional budget appropriation is required. <br />ENVIRONMENTAL REVIEW <br />The action proposed in this report qualifies for the Class 4 Exemption under California Environmental <br />Quality Act (CEQA) Guidelines Sections 15304 (Minor Alterations to Land) and 15311 (Accessory <br />Structures), because it involves the minor temporary use of land having negligible or no permanent effects <br />on the environment, as well as the construction of minor accessory structures. <br />PUBLIC NOTICE <br />Public notification was achieved by posting the agenda, with the agenda items being listed, at least 72 <br />hours prior to the meeting. <br />Page 2 of 3 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.ore <br />238 <br />
