6.B. - Page 2 of 168 <br />STRATEGIC PLAN GUIDING PRINCIPLE <br />Excellence in Government Operations <br />BACKGROUND <br />In February 2018, the City entered into agreements with six firms to provide building inspection and plan <br />review services. On June 8, 2020, the City initiated options to extend and amend the contracts with an <br />expiration of August 30, 2020. With the current contracts expiring and the desire to increase the pool of <br />qualified firms, the City issued a request for proposal (RFP) on May 18, 2020 for a competitive solicitation <br />to identify best -suited firms to provide expertise on building inspection and plan review. <br />The City received nine proposals, including five from its existing consultants. In July 2020, staff reviewed <br />the proposals and determined eight firms to have satisfactorily met the RFP requirements. The qualified <br />firms selected by the City include 4LEAF, Inc. ("4LEAF"), Bureau Veritas ("BV"), CSG Consultants, Inc. <br />("CSG"), Interwest Consulting Group ("Interwest"), Shums Coda & Associates, Inc. ("Shums Coda"), TRB + <br />Associates, Inc. ("TRB"), True North Compliance Services, Inc. ("True North"), West Coast Code <br />Consultants, Inc. ("WC3"). The firm Independent Code Consultants, Inc. was not awarded a contract, as <br />the firm is limited to plan review and permitting. <br />Staff recommends awarding the following contracts for an aggregate amount of up to $2,350,000: <br />ANALYSIS <br />The Community Development & Transportation Department's Building Inspection and Code Enforcement <br />Division (Building Division) and the Fire Department ensure quality construction and adherence to health <br />and safety standards by processing permit applications, reviewing development plans, enforcing the <br />building and fire codes, and performing building and fire inspections for compliance. The function of Code <br />Enforcement is to preserve and maintain the safety and quality of neighborhoods and businesses through <br />enforcement of the municipal and zoning codes. The Building Division routinely utilizes consultants to <br />meet the fluctuating demand of permit applications, building inspections, plan review, and enforcing <br />municipal and zoning codes. <br />Although City staff completes much of the work, the City utilizes consultants during staff turnover, in high <br />volume periods, and for specialized expertise on mid -and large-scale development projects. In recent <br />years, the Building Division has experienced staff turnover, coupled with significant building activity, and <br />has relied on as -needed services consultants.
