SAFEbuilt has acquired Interwest and Interwest and Kutzmann & Associates collaborated and submitted the proposal on behalf of SAFEbuilt for Interwest's services. Approval of these contracts will ensure there are no gaps in services provided. Staff recommend a larger contract amount ($1,050,000) for WC3 due to the range and quality of services WC3 provides and their consistency in personnel availability. 4LEAF, BV, and True North are new consultants to the City and staff recommend awarding contracts to these firms to increase the pool of qualified firms available to the City for as -needed services. Many of the services performed by the Building Division are on a cost recovery or user fee basis. Cost recovery is accomplished through fees -for -service with approximately 100% cost recovery for development -related services. The revenues generated for these fees are used to offset the City's labor, materials, and professional service costs. The Community Development and Transportation Department is in the process of selecting a consultant to analyze permit processing activities; the purpose of this analysis is to assess opportunities for increasing efficiency and customer service, and the work will include an assessment of the use of consultant services. FISCAL IMPACT The aggregate amount of the six not -to -exceed contract amounts is $2,350,000. The cost for these services is paid through fees for service. Funding for these agreements is included in the FY 2020-21 Building Division Inspection and Code Enforcement and Fire Department budgets. The City would not be obligated to compensate the entire not -to -exceed amount as the services are provided on an as -needed basis. Should projected fiscal year revenues increase during the mid -year budget review, staff anticipates returning to Council to request amendment of contracts should additional contract authority become necessary. ENVIRONMENTAL REVIEW This activity is not a project under California Environmental Quality Act (CEQA) as defined in CEQA Guidelines, section 15378, because it has no potential for resulting in either a direct or reasonably foreseeable indirect physical change in the environment.
