09/14/2020 <br />Planning and GIS and Data Analytics budgets; directs the monitoring of and <br />approves expenditures; directs and implements adjustments as necessary. <br />6. Continuously monitors and evaluates the efficiency and effectiveness of service <br />delivery methods and procedures; assesses and monitors work load, <br />administrative and support systems, and internal reporting relationships; <br />identifies opportunities for improvement, and makes recommendations to the <br />Director; a In d directs the implementation of improvements. <br />7. Motivates and evaluates assigned personnel; provides or coordinates staff <br />training; works with employees on performance issues; responds to staff <br />questions and concerns; makes disciplinary recommendations to the Director. <br />8. Meets with developers, property owners, and other entities to discuss potential <br />or current project proposals. <br />9. Represents the division to other City departments, elected and appointed <br />officials, and outside agencies; explains and interprets Zoning Ordinance, <br />Precise Plans, General Plan and regulations to internal and external stakeholders <br />and provides technical advice and information. <br />10. Assists in managing and participates in the development and administration of <br />requests for proposals; participates in the evaluation of proposals; provides <br />direction during contract negotiations; and approves contracts and/or contract <br />amendments within approval authority. <br />11. Coordinates and manages interdepartmental problem -solving teams to address <br />issue and recommend solutions to resolve issues. <br />12. Prepares, reviews, edits, and presents staff reports, various management and <br />information updates, and reports on special projects to the City Council, Planning <br />Commission, and a variety of other boards and commissions, as assigned by the <br />Director. <br />13. Attends and participates in professional group meetings; stays abreast of new <br />trends and innovations in the fields of community development and transportation. <br />14. Monitors changes in laws, regulations, and technology that may affect City or <br />division operations; implements policy and procedural changes as required. <br />15. Responds to general and also sensitive public inquiries with requested information <br />and/or holds meetings to discuss concerns and issues. <br />16. Serves as Acting Director in the Director's absence. <br />17.
