09/14/2020 <br />JOB RELATED AND ESSENTIAL QUALIFICATIONS <br />Knowledge of: <br />Concepts, theories and principles and practices of current and long range planning <br />including General Plan and zoning ordinance administration, land use, and <br />environmental impact reviews. <br />Land development requirements and processes such as the Subdivision Map Act, <br />Environmental Impact Reports, California Environmental Quality Act (CEQA), and <br />Transportation Impact Analyses. <br />The role of GIS and data analytics in planning, economic development, a Capital <br />Improvement Program (CIP), and performance evaluation. <br />Principles and practices of leadership, motivation, team building and conflict <br />resolution. <br />Organizational and management practices as applied to the analysis and <br />evaluation of programs, policies, and operations; principles and practices of <br />municipal government administration including budgeting and contracts. <br />Current or proposed local and regional construction or transportation development <br />and City CIP projects impacting City planning operations. <br />Techniques for effectively representing the City in contacts with governmental <br />agencies, community groups, and various organizations. <br />Applicable Federal, State, and local laws, rules, regulations, ordinances, and <br />organizational policies and procedures relevant to assigned area of responsibility. <br />Relevant office practices, computer equipment and applications. <br />English usage, grammar, spelling, vocabulary, and punctuation. <br />Techniques for providing a high level of customer service to the public, vendors, <br />contractors, and City staff. <br />Ability to: <br />Exercise sound and independent judgment, conduct independent analyses and <br />make recommendations on highly complex, difficult and sensitive issues. <br />Interpret and explain complex regulations to internal and external stakeholders. <br />Prepare a variety of written reports and public presentations to the City Council, <br />Planning Commission and other community groups. <br />Supervise the work of others, including planning, directing, monitoring and evaluating <br />staff. <br />ATTY/RESO.0060/CC RESO TO ESTABLISH NEW CLASSIFICATION ASST CDT DIRECTOR RESO.
