BayREN is a collaboration between nine Bay Area counties whose work includes <br />increasing energy efficiency in buildings. <br />For future and ongoing technical support, PCE has collaborated with TRC, a construction and engineering <br />firm, to provide free technical assistance to design professionals, architects, contractors, and other <br />consultants to incorporate Reach Code requirements in their projects. This assistance includes online and <br />in-person discussions on building electrification. Interested parties may sign up for assistance at <br />www.allelectricdesign.org. TRC will help developers explore building electrification and resolve complex <br />design challenges. <br />Community Outreach <br />In addition to the City Council and BOBR meetings discussing Reach Codes, PCE hosted workshops and <br />stakeholder meetings throughout San Mateo County, including in Redwood City. During the January 13, <br />2020 meeting, the City Council directed staff to conduct further community and stakeholder outreach <br />regarding Reach Codes exceptions. <br />Community & Stakeholder Meetings <br />Since the January 13, 2020 meeting, staff has met with the Redwood City Chamber of Commerce, the <br />Neighborhood Association Leadership Council, created a website, published a community survey, and <br />issued social media posts to seek additional feedback. Additionally, the City also received stakeholder <br />letters from the Chamber of Commerce, Fossil Free Mid -Peninsula, Menlo Spark, and Peninsula Builders <br />Exchange. The following discussion summarizes the community engagement efforts: <br />• February 4, 2020 — Staff presented to the Chamber of Commerce's Economic Development <br />Committee. Attendees were generally supportive, but overall desired certainty to know which <br />requirements would apply. Some attendees noted difficulty of certain requirements for high-rise <br />residential construction or office buildings greater than 52,000 square feet due to the lack of a <br />comprehensive cost effectiveness study establishing cost effectiveness for central heat pump water <br />heating. Increased equipment and design costs was another concern. <br />• February 27, 2020 — Staff presented to the Neighborhood Association Leadership. Attendees were <br />generally supportive but expressed interest in an ADU exception. <br />Community & Stakeholder Survey <br />Staff developed and posted a Reach Codes survey on the City website to seek feedback on the Reach <br />Codes and possible exceptions. PCE and a representative with the Statewide Codes & Standards Program <br />assisted in survey development. Between June 24 and July 31, 2020, 210 people responded. The <br />respondents included Redwood City residents, business owners, individuals working in Redwood City, <br />developers, licensed contractors, environmental advocates, and individuals interested in becoming <br />Redwood City residents or business owners.
