8.A. - Page 14 of 21 <br />• Project Approval: The City will need to determine if projects are allowed to be reviewed <br />during a program -level EIR subsequent analysis process whereby the increase in caps are <br />analyzed. It is recommended that proposals for land uses that have not met the DTPP MAD <br />caps (housing, retail, hotel and small office) be allowed to be reviewed and entitled under the <br />existing DTPP. <br />• Vehicle Miles Traveled (VMT) Analysis: The program -level supplemental EIR analysis would <br />need to use VMT to demonstrate expected traffic impact. The previous EIR used Level of <br />Service (LOS) as the threshold of significance, and this change will be addressed in the analysis. <br />PUBLIC NOTICE <br />Public Notification was achieved by posting the agenda, with the agenda items being listed, at least 72 <br />hours prior to the meeting. Additionally, a legal ad was posted in the newspaper, and the public notice <br />was sent via email to interested parties and information regarding the Gatekeeper process. The City <br />announced the Gatekeeper process through City communication channels, including social media posts <br />and electronic newsletters, and provided interviews to local news organizations.
