7A
Page 2

Phase" - New Community Shuttle
Service: After reviewing various service options, the stakeholder group recommends
utilizing an on-demand operation as the pilot shuttle service. Riders will be able to call a
phone number in advance to schedule a pick-up. Voicemail messages will be in English
and Spanish, and the driver will confirm requests for pick-up. Under this plan, a shuttle
vehicle would be available Tuesday through Saturday 1 Dam to 5pm. Riders will receive
door-to-door service with a 2D-passenger shuttle within the service area or to the two
additional designated stop locations. The goal will be for the driver to maximize the
vehicle capacity efficiency for each requested trip. The stakeholder group recommends
that fares not be charged during the pilot period.

Service Area: As the pilot service is primarily utilizing Lifeline funding from the
Metropolitan Transportation Commission, the initial service area will be focused in the
general designated Lifeline boundary in eastern Redwood City. The approximate
boundary will include Whipple Avenue to the north, US 101 to the east, Woodside Road
to the south, and EI Camino Real to the west and includes the neighborhoods of
Friendly Acres, Redwood Village, and Fair Oaks. In addition to this service zone, riders
can receive service to/from two stop locations outside the service zone. These two
stops are the Veteran's Senior Center and the Woodside Plaza. It should be noted that
the service will be adjusted in the future based on requests by users. This service will
not be available to schools (K-12) as the education code requires specific vehicles for
transport of students and different driver certification.

Service Promotion: The service will be promoted through a variety of channels
including an opportunity for the Redwood City community to name the vehicle, outreach
through the Fair Oaks Community Center and Senior Center, a ribbon cutting
ceremony, and both city and Peninsula Traffic Congestion Relief Alliance media
outreach and website efforts.

The Stakeholder Group proposes that the vehicle initially include signage requesting the
Redwood City community to "name this bus." Those individuals interested in
participating will have the opportunity to choose from a list of names or provide an idea
for a name for the new community shuttle. They will be able to cast their vote for the
name either online at the Alliance's website or by providing a printed vote at the Fair
Oaks Community Center, Veteran's Memorial Senior Center or at City Hall.

As the Community shuttle is primarily focused on providing service to those in the Fair
Oaks neighborhood, a bi-Iingual "How to" flyer to utilize the new shuttle service will be
provided through the Fair Oaks Community Center. The Alliance staff will work with
Fair Oaks staff to get the information out to residents. A direct mailing to residents may
be made as well.

A ribbon cutting ceremony for the new shuttle service will take place and City Council
members and other community stakeholders are invited to participate. The date will be
determined soon.
