homeless outreach staff who are social workers, not armed police. <br />Responding to people in crises with a law enforcement element is inhumane and <br />criminalizes people who are already traumatized. We have seen in our own county the horrific <br />outcomes that can result from these interactions. <br />We appreciate the recommendation to create a new city body to focus on public safety in the <br />section `Enhance Equity in Public Safety Services", but we recommend beginning directly <br />with a board or commission that includes community residents as members, as mentioned in <br />item 3b.
