PCRC provides this support to the
county of San Mateo in various ways, namely by helping people communicate and solve
problems together through mediation, facilitating group meetings, and building skills for public
engagement. As a neutral third parry, PCRC assists people and entities in conflict to develop
mutually acceptable agreements.
It is PCRC's goal to support organizations and residents in becoming active participants and
collaboratively sharing information that is beneficial to the future of their communities. These
collaborations' role is to consult with our partners through effective and inclusive community
engagement and co -constructing a process that facilitates positive long-term relationships and
productive community forums for everyone involved. For more than 30 years, PCRC has
encouraged and nurtured individuals, families, and organizations' collective strengths to help
improve communication and community participation. In particular, Redwood City has partnered
with PCRC to request facilitation and community engagement services for a community dialogue
effort in San Mateo county, among other services.
Redwood City's Community Dialogues on Racial Equity
In collaboration with Redwood City, PCRC facilitated community dialogues on racial equity to
(a) convene community members, elected officials, and city staff to seek ways to meaningfully
change city policies, services, and policing, (b) to share personal stories and perspectives to gain
understanding and cultivate community trust, and (c) to deepen our understanding of the
complex issues related to racial equity.
The facilitation services consisted of six small scale virtual community engagement dialogues
where 70 to 90 residents were broken into smaller groups where the issues, concerns, and
questions regarding racial equity were designed to be addressed in smaller dialogic forms of
engagement. The small community dialogues were set-up so the city can reflect on what they
heard, which would be assisted by a report generated from the overall community engagement
sessions. These gatherings also served to announce additional next steps derived from the
community's input. In preparation for the community meetings for the various diverse
constituents, PCRC provided notes, Zoom tech support, agendas, consultations, meetings,
outreach, and any follow-up required by inquiries in the community regarding these sessions.
Outreach services were also provided to maximize the diversity of attendees and community
engagement. At the onset of the project, intensive community outreach to business owners,
property owners, community, education, nonprofit, faith, youth, employees, residents (immigrant
and nonimmigrant), and other community stakeholders regarding meetings, events, and
gathering/dissemination information regarding any community gathering was conducted. In
particular, PCRC provided internal project management support by conducting regular PCRC
supervision/team meetings. PCRC assigned staff to share overall project experiences, consult on
challenges, monitor progress towards programmatic goals, provide coaching around engaging
57
