<br />ATTACHMENT A <br />SCOPE OF WORK <br /> <br />GRANTEE will expand its in-house technical capacity and implement a comprehensive <br />climate protection planning effort. GRANTEE will develop a Climate Protection Plan that will <br />be closely linked to the city's General Plan. The planning process will include an extensive <br />public outreach effort. <br /> <br />Phase I: Framework Development <br /> <br />Task 1.1: Establish and Convene Task Force <br />GRANTEE will convene a Task Force which will coordinate the development of a Climate <br />Action Plan (CAP) in coordination with the development of the city's General Plan. The <br />Task Force will be comprised of residents, non-profit leaders, representatives from the <br />business community and city employees. The coordinated effort will entail ongoing <br />communication among the Task Force, city staff, the General Plan Team, and consultants. <br />GRANTEE's Community Climate Protection Specialist (CCPS) will assist in the coordination <br />of the Task Force and General Plan communication. <br /> <br />Oeliverables <br />1. List of Task Force members <br />2. Agendas and meeting schedules as appropriate <br /> <br />Task 1.2: Develop and Implement Public Communications Plan <br />The public communications plan for the CAP will be coordinated with the General Plan <br />public outreach process. The CCPS will facilitate the incorporation of climate protection <br />input into the General Plan public outreach process. The CCPS will expand the city's <br />existing database to include individuals and groups interested in climate protection, as well <br />as groups from impacted communities. General Plan public outreach will include one public <br />forum, two online surveys, and a combination of ten different outreach materials, such as <br />news releases, an interactive climate action website, email advisories, etc. A minimum of <br />one public forum will be held in an "impacted community". In addition to the public forums, <br />the public communications plan will include a series of 10-15 community dialogues targeted <br />to low income people. Dialogues will be organized at school sites and community centers in <br />low income communities. <br /> <br />Oeliverables <br />1. Public communications plan <br />2. Description of completed expansion of database <br />3. Agendas, attendance lists and key comments/outcomes from all public meetings and <br />dialogues <br />4.
