<br />Phase II: Climate Action Plan <br /> <br />Task 2.1: Conduct GHG Emissions Inventory <br />GRANTEE is currently working with Joint Venture Silicon Valley, Sustainable Silicon Valley, <br />and ICLEI to develop a greenhouse gas (GHG) emissions inventory. Once completed, the <br />inventory will provide the Task Force with necessary data for identifying baseline emissions <br />and forecasting emission reductions. GRANTEE will conduct a thorough analysis of GHG <br />emissions (carbon dioxide and methane) being produced by the city's internal operations <br />and the community as a whole for a base year. GRANTEE will follow data collection <br />protocols established by ICLEI - Local Governments for Sustainability (ICLEI), and will use <br />ICLEl's Clean Air - Climate Protection Software in completing the municipal and community <br />portions of the inventory. The emissions inventory will cover the sectors in ICLEl's approach <br />to conducting a baseline inventory and forecast: the city organization's facilities, operations, <br />fleet and solid waste; and community-wide emissions from residential, commercial, <br />industrial, transportation and solid waste. The inventory will disaggregate emission sources <br />as possible by available data (i.e. break out types of industries or commercial buildings, as <br />opposed to lumping an entire sector together). <br /> <br />Deliverable <br />1. GHG emissions inventory report <br /> <br />Task 2.2: Develop Draft Climate Action Plan <br />The Task Force and Community Climate Protection Specialist will integrate the input <br />gathered from the public communications process into the Climate Action Plan. The CAP <br />will include detailed accounting of policies and programs and their associated GHG <br />emission reductions, and how the aggregation of these measures will achieve the city's <br />stated GHG reduction target. Estimates of GHG reductions will be included for each <br />measure. The CAP will cover the same sectors as the GHG emissions inventory. The CAP <br />will include mandatory targets for GHG reductions in City operations. The CAP will include a <br />detailed implementation strategy including identification of legislative and budgetary actions <br />required, departmental and coordinating staff responsibilities, and tracking and reporting of <br />progress as the plan is implemented. The CAP will specifically identify, articulate, and <br />support climate protection strategies that achieve co-benefits, health and economic, in <br />impacted neighborhoods. <br /> <br />Deliverable <br />1. Draft Climate Action Plan <br /> <br />Task 2.3: Develop Final Climate Action Plan <br />The Draft CAP will be posted on the web and broadly shared with participants in the CAP <br />development process and their respective organizations, with the board and commission <br />members, neighborhood liaisons, etc., to secure input on the Plan's refinement. A selection <br />of proposed strategies will be implemented for pilot-testing prior to incorporation into the <br />final CAP. GRANTEE will convene potential organizational and funding partners to identify <br />resources they might be able to bring to the table to support full implementation of the CAP. <br /> <br />Deliverable <br />1.
