6.1C
Page 33

-3-

Among the major issues to be addressed in the EIR are:

1. Grading and removal of trees.

2. Revisions to the plans and specifications to meet current materials and
construction quality standards and provided an updated geologic report.
Additional analysis of the stormwater discharge must be done to mitigate
possible erosion, flooding or siltation in the natural waterway
downstream from the point of discharge.

3. Sequencing of improvements to proceed in succession for both sides of
the street. Work on both sides of the street must be done together
because retaining walls are needed to support the roadway.

4. The responsibility for maintenance of Laurel Way improvements must be
decided as follows:

Alternate A - Dedication to the City of each street parcel as
development proceeds. This will require City Council amendment
of appropriate ordinance(s).

Alternate B - At the outset, all owners enter into an agreement
to maintain the street improvements as a private street and grant
Public Utility Easements to the City for the maintenance of
water, sewer, gas, electric and storm drainage facilities.

In either event, determination as to the adequacy of the street
improvements for public health and safety purposes (e.g., use by fire
apparatus, other emergency vehicles) must be made.

5. Geotechnical investigation for each building site.

6. Resolution of construction feasibility problems
acquisition pf cut and fill slope easements.

~I~_~ &.~ ;;f..
