<br />6.1C <br />Page 32 <br /> <br />-2- <br /> <br />Scotts' request to build and provide road improvements and water and sewer <br />extensions under a similar agreement was denied by the Council and they were <br />directed to pursue administrative solutions with the staff. The Scotts are <br />trying to build. <br /> <br />A chronology of recent construction is in Appendix ItCIl. <br /> <br />During the past several months staff has had inquiries to build seven houses. <br /> <br />Staff's major concerns are environmental, health and safety issues associated <br />with adequate: public or private access; sanitary sewers and storm drainage. <br />Other existing conditions exacerbate the problems. Also, the existing <br />unimproved street is not an accepted public right of way. <br /> <br />The terrain and geologic conditions are unfavorable to development. The <br />difficulties are compounded by the comparatively small lots with steep slopes. <br />Under these adverse conditions, development can only proceed at the expense of <br />remedial measures. The recent construction of two houses clearly demonstrates <br />the cumulative impacts of development and. any further development must <br />consider environmental impacts. We have reached the point in time when the <br />construction of each additional house can be considered as a phased project <br />leading to the construction of houses on all lots with significant <br />environmental effects. <br /> <br />Fundamental to any further development are the following: <br /> <br />Preparation of an environment impact report for the entire <br />project area. <br /> <br />Improvement plans for Laurel Way - to require development to <br />conform to: established grades; street alignment; utilities <br />storm drainage facilities. <br /> <br />Policies to guide the development which will probably occur on a <br />IIpiecemeal basis" - instead of installation of all street <br />improvements under a single project. <br /> <br />Issuance of special entitlements - e.g., possible variance to the <br />requirement that off-street parking have direct access to a <br />public right-of-way. exceptions to the subdivision ordinance <br />as to any future resubdivisions. lot line adjustments, etc. <br /> <br />Summary and Conclusions: <br /> <br />Development should not proceed until an EIR has been completed. Based on the <br />plans. specifications, soil and geologic investigation done in 1970, there is <br />factual data to determine that further development will have a significant <br />effect on the environment. Staff intends to refer any further proposed <br />development on laurel Way to the Planning Commission for environmental review. <br />Staff will recommend that the "project" boundary include all parcel s fronting <br />on Laurel Way. - <br />
