Properties located on Laurel Way fronting on the westerly and
northerly unpaved extension thereof (the "Affected Area") ,are, from

the standpoint of development, distinguishable from those parcels
fronting on the paved portion because such development and

improvement of Laurel Way would require extensive grading and

the construction of retaining walls pursuant to the Improvement

Plans; further, water and sewer utilities are not currently available

to said properties.

m. Prior geologic studies of the Affected Area have detected, among

other matters, downslope soil "creepage," several subsurface water

seepage zones. and the existence of "uncontrolled" landfill in

various locations near the roadway (Geologic Investigation Report,

Gribaldo, Jones and Associates. dated January 26. 1970).

n. The Affected Area is located within the seismically active San

Francisco Bay Area, and is approximately 2.5 miles from the active

San Andreas fault (id.).

o. Evidence of cracking in the roadway within the Affected Area has

been observed, which may indicate downslope earth movement.

Pooled water and other evidence of groundwater seepage have

also been observed in the roadway.
