On <br />September 12, 1988, by consensus, the City Council concluded <br />that soils and geologic conditions regarding any further <br /> <br />development on Laurel Way require preparation of an area-wide <br /> <br />Environmental Impact Report ("EIR") in accordance with the <br /> <br />California Environmental Quality Act C'CEQA"; Pub. Res. Code S <br /> <br />21000. et seq.) in order to determine the cumulative environmental <br />effect of any development of property on laurel Way. <br />i. The 1988 Policy did not distinguish between parcels of real <br />property fronting on that portion of laurel Way which has been <br />paved, but not improved to City's standards, as shown on Exhibit <br /> <br />"A.." <br /> <br />j. Application for entitlements to develop properties fronting on Laurel <br /> <br />Way subsequent to 1988 has indicated a need to make such a <br /> <br />distinction. <br /> <br />k.
