Update on the status of utility late payments and rate assistance usage, and <br />consideration of a six-month extension of the late payment penalty waiver <br />Recommendation: <br />1. Accept the update on the status of utility late payments and rate assistance <br />usage; and <br />2. Adopt a resolution waiving late payment penalties and interest for solid <br />waste, water and sewer utilities for the period of September 2020 through <br />February 2021 for residential and for commercial customers due to the COVID- <br />19 pandemic. <br />CEQA: <br />This is not a project under California Environmental Quality Act (CEQA) <br />6.13. Agreement for on-call economic analysis planning services with Strategic <br />Economics, Inc. <br />Recommendation: <br />By motion, approve and authorize the City Manager to execute on-call <br />economic analysis services agreement with Strategic Economics, Inc. <br />CEQA: <br />This is not a project under California Environmental Quality Act (CEQA) <br />6.E. Award 2019-2020 Watermain Replacement Project - Southdale Way & Marsh <br />Road <br />Recommendation: <br />1. By motion, approve and authorize the City Manager to execute the contract <br />documents and award the standard form contract for the 2019-2020 <br />Watermain Replacement Project - Southdale Way & Marsh Road to Mitchell <br />Engineering of San Francisco for their responsive and responsible low total bid <br />of $1,148,917; <br />2. Authorize the City Manager or the City Manager's designee to increase the <br />contract amount, if necessary, up to 10% of the amount awarded in an amount <br />not to exceed $1,263,809; and <br />3. Find that the project is exempt from the requirements of the California <br />Environmental Quality Act (CEQA) under CEQA Guidelines Section 15302 <br />(Replacement or Reconstruction). <br />Page 3 of 9 <br />
