63. - Page 1 of 8 <br />AQiik <br />Redwood <br />CitylCallifornia <br />wended 1967 <br />\now <br />DATE: October 12, 2020 <br />SUBJECT <br />STAFF REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />Amend the Financing and Information Technology Services Agreement between the City and Silicon Valley <br />Clean Water, formerly South Bayside Systems Authority <br />RECOMMENDATION <br />By motion, approve and authorize the City Manager to execute Amendment No. 7 to the Financing and <br />Information Technology Services Agreement with Silicon Valley Clean Water (SVCW), extending the <br />agreement for an additional one-year period through June 30, 2021 for a not to exceed amount of <br />$137,458, and for a total contract amount of $1,154,452. <br />STRATEGIC PLAN GUIDING PRINCIPLE <br />Excellence in Government Operations <br />BACKGROUND <br />SVCW is a joint powers authority (Authority) created in 1975 that provides wastewater transmission, <br />treatment, and effluent disposal services to the Cities of Belmont, Redwood City, and San Carlos, as well <br />as the West Bay Sanitary District (Members). Under the Joint Powers Agreement, SVCW owns and <br />operates the wastewater facilities, and the Members are obligated to pay the Authority for their allocable <br />share of the Authority's operating, maintenance, and capital expenses. The City's allocation of operating <br />and maintenance costs are 48.9 percent and capital costs are allocated at 48.57 percent, which makes <br />the City of Redwood City the majority Member. The Authority is governed by a four -member Commission, <br />consisting of one appointed member from each of the Member's governing bodies.
