6.B. - Page 2 of 8 <br />From 1987 to 2018, the City's Finance Division performed all of SVCW's accounting and financial support <br />functions including but not limited to payroll, accounts payable, general ledger, and treasury management <br />through a contract for services. Since 2018, only the payroll function is supported by Finance's division. <br />City IT staff has supported SVCW's desktop computers and network since 1998. <br />ANALYSIS <br />In July 2012, the City entered a two-year agreement with SVCW to provide financial services and <br />information technology services to SVCW. The contract for services has since been renewed annually as <br />SVCW began a transition to a new financial system and has been slowly decreasing the level of services it <br />needs to purchase from the City. Every year they evaluate the services and hours needed and the contract <br />is negotiated. <br />Approval of this recommended amendment will extend the services the City provides to SVCW for an <br />additional one-year period through June 30, 2021. In addition to extending the period an additional year, <br />fees were adjusted as has been past practice, using actual costs for the IT portion, and CPI increase of <br />2.9% in the Pacific Cities — San Francisco, Oakland, San Jose, as of February 2020 for financial services. <br />FISCAL IMPACT <br />The continued agreement with SVCW will result in approximately $137,458 in revenue in FY 2020-21. This <br />will be included in the FY 2020-21 Amended Budget recommended to the City Council on October 26, <br />2020. <br />ENVIRONMENTAL REVIEW <br />This activity is not a project under California Environmental Quality Act (CEQA) as defined in CEQA <br />Guidelines, section 15378, because it has no potential for resulting in either a direct or reasonably <br />foreseeable indirect physical change in the environment. <br />PUBLIC NOTICE <br />Public notification was achieved by posting the agenda, with the agenda items being listed, at least 72 <br />hours prior to the meeting. <br />Page 2 of 3 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcitV.org <br />18 <br />
