S.A. - Page 2 of 61 <br />BACKGROUND <br />The City received nine project submissions requesting City Council consideration of a General Plan <br />Amendment. Given the number of projects proposed, consideration of ongoing Council Strategic <br />Priorities, and to provide for increased public participation and input, consideration of the proposed <br />projects occurred over three meetings. The first City Council study session was on August 10, 2020, which <br />focused on the predominantly residential projects: <br />1. 1205-1295 Veterans <br />2. 651 EI Camino Real (American Legion <br />3. 505 E. Bayshore <br />4. 797 Arguello <br />The second City Council study session was held on September 21, 2020, which focused on predominantly <br />commercial projects: <br />5. 901, 947, 999 EI Camino Real (Autozone site <br />6. 601 Allerton <br />7. 1900 Broadway (Wells Fargo) <br />8. 2300 Broadway (Chase Bank) <br />9. 603 Jefferson and 750 Bradford (RCSD) <br />A high-level analysis of each project, as provided in both study sessions, has been included in Attachment <br />A (Gatekeeper Project Analysis), for reference. Additionally, and as discussed at the September 21, 2020 <br />meeting, Attachment B (Affordable Housing Calculations) outlines the extent to which each project meets, <br />or exceeds, the City's Affordable Housing requirements. Key changes to these projects since the study <br />sessions are highlighted in bold within these documents. <br />As detailed in the August 10, 2020 staff report, the project proposal at 1322 EI Camino Real (Record Man) <br />was formally withdrawn from the Gatekeeper process, as it does not require a General Plan Amendment, <br />and will be considered through a development application under the existing Downtown Precise Plan. <br />Additionally, staff have followed Assembly Bill A133107, which as proposed, would have allowed certain <br />housing projects that met affordability requirements to be developed on sites zoned for commercial uses. <br />This bill would have allowed the 797 Arguello Street project to proceed with review without a General <br />Plan Amendment. However, since the last hearing, staff has received an update that the proposed state <br />bill failed to advance in the Legislature this year. <br />ANALYSIS <br />The Gatekeeper projects would have a significant impact to available staffing and resources.
