One set approves initiation of each <br />project, while the other set denies initiation of each project. This way, the Council can act on all of the <br />projects at this hearing, whether the action is to approve or deny initiation. Each resolution approving <br />initiation denotes a two-year time limit for an applicant to submit a complete application to the City or <br />the initiation becomes null and void. This two-year timeframe will provide the applicant with additional <br />time to fully assess the economic and project -specific fiscal impacts of COIVD-19 on their proposed <br />projects but also creates a time limit to reduce conflict with the forthcoming visioning efforts. <br />Additionally, each resolution denying initiation indicates a two-year time limit for an applicant to resubmit <br />a General Plan Initiation request for the same or substantially similar project on the same site. Given the <br />time and resources required for a high-level review and to bring each request for Council consideration, <br />this two-year time frame is recommended so staff can focus efforts and attention on other current <br />development projects and the long-range planning initiatives directed by Council, many of which are <br />already underway. During this period, a Gatekeeper applicant could still submit a project that conforms <br />to the General Plan designation and zoning district. <br />FISCAL IMPACT, STAFFING AND AVAILABLE RESOURCES <br />This section outlines the current staffing and available resources the City has to process the Gatekeeper <br />projects. If the City Council directs staff to study any number of Gatekeeper projects, a cost recovery <br />account will be set up with the applicant. Future project and CEQA review will be charged against this <br />account and be paid for by the applicant, incurring limited direct fiscal impact to the City. With that said, <br />the Gatekeeper projects do pose a significant impact to staffing and available resources. In other words, <br />staffing and resources spent processing Gatekeeper projects reduces the amount of staffing and resources <br />available for other long-range policy initiatives and ongoing current planning projects.
