Staff <br />considers that these commercial projects respond best to the Council's strategic priorities, provide <br />additional valuable community benefits and/or are located in strategic locations in the downtown area. <br />1. 1900 Broadway (Wells Fargo site) <br />2. 603 Jefferson, 750 Bradford (RCSD site) <br />Also as previously noted, while staff is not currently recommending that 901, 947, 999 EI Camino Real and <br />2529 Broadway (Autozone site) be initiated, the project could participate in the Transit District planning <br />process, given its proximity within and adjacent to the Transit District boundaries and that the site is a <br />gateway to the downtown and a potential future transit center. <br />The remaining projects that are not initiated at this hearing could consider the following next steps: <br />1. Propose a project that is in conformance with the General Plan and Zoning Code. <br />2. Participate in the City's long-range planning and community visioning processes and propose a <br />project that conforms to the plan's vision. <br />3. Following the two-year period identified within the denial resolution, re -submit a new request to <br />the City Council. <br />ENVIRONMENTAL REVIEW <br />Projects that move forward under the Gatekeeper process would have to undergo environmental and <br />project review. Structuring multiple environmental review processes will be challenging, as multiple <br />project -specific Environmental Impact Reports (EIRs) at one time could be highly complex and inefficient. <br />If General Plan Amendment projects in the DTPP are directed to proceed, staff recommend some options <br />for more efficient CEQA processing. Amendments to the DTPP caps could be considered with a program - <br />level EIR with streamlining options for individual project review and the same development standards as <br />outlined in the existing DTPP. Environmental review under the existing DTPP could likely be completed <br />within 15-18 months from the General Plan initiation date. However, some other key considerations <br />include: <br />• Cost Sharing: It could be difficult to determine a fair share contribution for all of the projects <br />involved in the supplemental EIR analysis. <br />• Project Approval: The City will need to determine if projects are allowed to be reviewed <br />during a program -level EIR subsequent analysis process whereby the increase in caps are <br />analyzed. It is recommended that proposals for land uses that have not met the DTPP MAD <br />caps (housing, retail, hotel and small office) be allowed to be reviewed and entitled under the <br />existing DTPP. <br />• Vehicle Miles Traveled (VMT) Analysis: The program -level supplemental EIR analysis would <br />need to use VMT to demonstrate expected traffic impact.
