S.A. - Page 17 of 61 <br />requirements required for development projects address the strategic priorities, the staff analysis below <br />has focused on aspects of the proposal that go above and beyond the standard City requirements. <br />Given the particular importance of creating on-site affordable housing, staff have outlined below the <br />Affordable Housing requirement for both housing and commercial projects. The Affordable Housing <br />Ordinance (§29.3) requires that residential projects that are 20 units or greater must provide on-site units: <br />• Rental Projects: 10% units provided at moderate income level, 5% units at low income level and <br />5% of units provided at very low income level. <br />• Ownership Projects: 15% units provided at moderate income level. <br />For the proposed commercial projects, the City's Affordable Housing Ordinance and implementing impact <br />fee resolution require a payment of a housing impact fee: <br />• Office Development: $20 per sq. ft. <br />• Retail: $5 per sq. ft. <br />• Apartments (5-19 units): $20 per sq. ft. <br />Staff has provided a high level analysis of how much affordable housing would be required to mitigate <br />each project's proposed market rate housing or office sq. ft. as well as any required affordable housing <br />impact fee in Attachment B. <br />In addition to the outlined strategic priorities, staff analysis identifies other community benefits provided <br />by each project which meet the City's goals, as outlined in the General Plan and Downtown Precise Plan <br />(DTPP). These benefits include, but are not limited to, providing pedestrian facilities and linkages, <br />entertainment uses (especially family -friendly uses), retail to support our existing retail base, and public <br />open space for community engagement. <br />Gatekeeper Projects <br />The analysis below includes all submitted Gatekeeper projects that were considered over both City <br />Council study sessions. Please note that site #1, 1322 EI Camino Real (Record Man), has withdrawn their <br />application from the Gatekeeper process. The geographic location of all Gatekeeper project sites are <br />shown in Figure 1, with those included in this hearing highlighted.
