6.D. - Page 2 of 16 <br />community planning needs and processes, and has experience with a variety of projects consistent with <br />City discretionary planning reviews, in particular analyzing the value of community benefits for <br />development projects and area plans. <br />ANALYSIS <br />The City has historically utilized consultant planning services to help augment the work of Planning <br />Division staff during periods of peak development activity. The City is seeking additional economic <br />analysis of individual development projects to inform the community and decision makers about the <br />economic impacts of new proposals and the financial value of proposed community benefit packages. This <br />includes providing on-call, project based services to analyze economic and fiscal impacts of development <br />proposals, including financial statements (pro formas), community benefit packages, and other similar <br />work as tasked. If applicable, the analysis would also assess the projected increase in project value <br />compared to existing zoning. This would result in an estimate of the net revenues to the City's General <br />Fund from the new project. The time spent on these tasks will vary depending on the scale and complexity <br />of applications submitted. <br />FISCAL IMPACT <br />Funding for this contract is included in the Fiscal Year 2020-21 Planning Division budget. The majority of <br />funding would come from the budgeted expenditures for professional services in the General Fund and <br />the Planning Cost Recovery Fund. <br />ENVIRONMENTAL REVIEW <br />This activity is not a project under California Environmental Quality Act (CEQA) as defined in CEQA <br />Guidelines, section 15378, because it has no potential for resulting in either a direct or reasonably <br />foreseeable indirect physical change in the environment. <br />PUBLIC NOTICE <br />Public notification was achieved by posting the agenda, with the agenda items being listed, at least 72 <br />hours prior to the meeting. <br />ALTERNATIVES <br />The City Council could elect to not approve the agreement and direct staff to develop an alternate <br />approach to providing services. <br />Page 2 of 3 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.org <br />32 <br />
