By motion, approve and authorize the City Manager to execute the contract documents and award the <br />standard form contract for the 2019-2020 Watermain Replacement Project - Southdale Way & Marsh <br />Road to Mitchell Engineering of San Francisco for their responsive and responsible low total bid of <br />$1,148,917; <br />2. Authorize the City Manager or the City Manager's designee to increase the contract amount, if <br />necessary, up to 10% of the amount awarded in an amount not to exceed $1,263,809; and <br />3. Find that the project is exempt from the requirements of the California Environmental Quality Act <br />(CEQA) under CEQA Guidelines Section 15302 (Replacement or Reconstruction). <br />STRATEGIC PLAN GUIDING PRINCIPLE <br />Public Safety <br />BACKGROUND <br />On October 24, 2011, the City Council accepted the Water System Master Plan Report and directed staff <br />to move forward with specific capital improvement projects and programs for future Council <br />consideration. The Water System Master Plan prioritized the system pipeline replacement into seven <br />priorities or programs to improve the reliability of the system and provide improved fire protection. <br />Priority -One Pipeline Replacement Projects are completed.
