6.E. - Page 2 of 7 <br />ANALYSIS <br />This Priority -Two project consists of replacing approximately 2,994 linear feet of deteriorated and under - <br />capacity cast iron and asbestos cement water pipelines with more durable and larger eight -inch polyvinyl <br />chloride (PVC) pipes along Southdale Way, Marsh Road, Hoover Street, and Jefferson Avenue. The water <br />service laterals within the project area will also be upgraded to two-inch polyethylene pipes at minimum. <br />Two existing fire hydrants will be replaced while two new fire hydrants will be added to the project area. <br />One blow -off assembly and four combination air release valve assemblies will be installed. The Carson <br />Reservoir is one of the two primary storage tanks for the Main City Zone service area, which includes the <br />Downtown, Seaport and central area residential neighborhoods. This zone accounts for approximately 60 <br />percent of the City's water demand and is served by gravity from the San Francisco Public Utilities <br />Commission (SFPUC) regional system. The Carson Reservoir outlet piping will be reconfigured and a new <br />segment of 184 linear feet of 12" ductile iron pipe will be installed to restore usable storage capacity and <br />to allow complete reservoir drainage for maintenance and cleaning, in addition to improve system seismic <br />reliabilities at the San Francisco Public Utility Commission pipe crossing and increase the reservoir fill and <br />drain range to improve water quality. Based on the bids <br />received, staff believes that the low bid is reasonable, balanced and recommends awarding the contract <br />to Mitchell Engineering. <br />Construction should begin in October 2020 and conclude within 180 calendar days. Staff will notify all <br />residents and businesses who might be affected by the construction. Additionally, the contractor is <br />obligated to notify area residents and businesses two weeks prior to the start of work on each street <br />and/or two days prior to any interruption of water service.
