6.G. - Page 2 of 4 <br />The limits of the undergrounding project (Phase 1) includes Middlefield Road between Main Street and <br />Manzanita Street. This undergrounding project was planned and designed in coordination with the <br />concurrent Middlefield Road bicycle and pedestrian streetscape improvement project within the same <br />approximate project limits. The resulting removal of the existing utility poles will create more space for <br />pedestrians and bicyclists and will allow for improved access in accordance with the Americans with <br />Disabilities Act (ADA). <br />On July 23, 2018, the City Council awarded the Rule 20 Middlefield Road Phase 1 Underground Utility <br />District construction contract to Seton Pacific Construction Corporation of San Francisco for an amount of <br />$7,625,314 to construct the underground sub -structure equipment (joint utility trenches, duct structures, <br />vaults, junction boxes, etc.) to allow the conversion of utility services from overhead to underground. <br />ANALYSIS <br />This project has completed the construction of the necessary underground sub -structure facilities. The <br />utility companies are now in the process of installing their underground equipment in the new <br />substructure and are converting to underground service lines. Once all of the services have been <br />converted to underground, the utility companies will remove the existing overhead utility lines and poles. <br />The concurrent Middlefield Road Bicycle and Pedestrian Streetscape Improvements (between Maple <br />Street and Woodside Road) will be complete early next year. The final utility companies' conversion work <br />will likely continue into next year. <br />The project was constructed in accordance with City specifications and to the satisfaction of the City's <br />Engineering and Transportation Division, and the participating utility companies. The contract required a <br />faithful performance bond and a labor and material bond. The faithful performance bond can be released <br />at this time. The labor and material bond will be released once all payment claims are resolved (the City <br />received six stop payment notices; four have been released, and two remain unreleased). The City is <br />working with the Contractor's bond surety to ensure all claims are paid, and will continue to withhold <br />contract payment in the amount equal to the total claim amount until all payment claims are waived and <br />released. Contract change orders totaling $128,438 were issued for final quantity adjustments and <br />modifications to the project scope. The final contract amount is $7,753,725, approximately 2% above the <br />initial contract amount. <br />FISCAL IMPACT <br />The Rule 20 Middlefield Road Phase 1 Underground Utility District Project was included in the Capital <br />Improvement Program Budget under the Transportation Grants and Capital Outlay Funds (FY 2018-19) and <br />no additional funding is required.
