EXHIBIT "A" <br />SCOPE OF SERVICES AND FEE <br />OPC will provide relocation services associated with the proposed redevelopment of the <br />property located at 1306 Main Street, Redwood City, CA 94063 (Property). The proposed <br />redevelopment of the Property will require the existing residential tenants to be <br />permanently relocated and the structure demolished. All relocation planning and <br />assistance services must be incompliance with the Federal Uniform Relocation <br />Assistance and Real Property Acquisition Policies Act of 1970, as amended, Handbook <br />1378 of the Department of Housing and Urban Development (HUD), Section 104(d) of <br />the Housing and Community Development Act of 1974, (the Act) as amended [42 United <br />States Code, Section 5304(d)], the implementing regulations at 24 Code of Federal <br />Regulations, Part 42, California Relocation Assistance Law, Government Code Section <br />7260, et seq. (Law), and the Relocation Assistance and Real Property Acquisition <br />Guidelines adopted by the Department of Housing and Community Development as in <br />Title 25, California Code of Regulations Section 6000, et seq. (Guidelines), the City of <br />Redwood City Relocation Assistance Ordinance, Housing Crisis Act of 2019 (SB 330) <br />and Tenant Protections and Relief Act (AB 1482), as applicable. <br />Residential Anti -Displacement and Relocation Assistance Plan <br />OPC will prepare a Residential Anti -displacement and Relocation Assistance Plan <br />(RARAP) in compliance with Section 104(d) of the Housing and Community Development <br />Act of 1974. This document will not be project specific and will serve as the City's <br />foundational RARAP. <br />Relocation Plan <br />A Relocation Plan (Plan) is a required and valuable tool in the relocation process. The <br />Plan will help the City and relocation team understand the relocation needs of the <br />impacted households. It will also identify estimated project relocation costs to assist with <br />future project planning. Relocation Plan preparation services include: <br />1. Interview up to four households to assess permanent relocation assistance needs. <br />Household information to include number of occupants, language preference, <br />disabilities, income, special needs related to a relocation, legal presence status, <br />and current housing costs (rent and utilities) and preferred area to relocate. <br />2. Assess available permanent replacement housing and establish housing costs for <br />compiling project costs. <br />3. Analyze tenant data and market study results and incorporate research data into <br />a written Plan. <br />4. Prepare a description of the project plan and schedule, relocation advisory <br />services program, procedures for locating and referring eligible persons to <br />replacement housing, last resort housing needs, relocation payments to be made, <br />a cost estimate for carrying out the Plan, and identification of the source of the <br />necessary funds. <br />5.
