2. Assisting with the development of administrative policies, procedures, and forms <br />necessary to carry out the relocation program under the applicable funding source <br />rules. <br />3. General consultation and project coordination with the City, governmental <br />entities, and project team members. <br />4. Provide written status report bi-weekly and confer with the City verbally on <br />general status, problem areas, and progress. <br />5. QA/QC of all staff and work product associated with the project. <br />Trust Account Administration <br />Advance and final relocation checks will need to be processed on behalf of the tenants to <br />be permanently displaced. OPC has the ability to issue checks within 24-48 hours <br />(business days) upon receipt of an approved claim. <br />1. OPC will set up and administer a project Trust Account to be funded by the City <br />based on the approved relocation assistance entitlements calculated for the <br />tenants. <br />2. The Trust Account will be utilized to make required relocation payments to the <br />tenants (advance and final payments). <br />3. Monthly reconciliations and bank statements will be forwarded to the City on a <br />monthly basis throughout the process. No checks will be issued by OPC without <br />prior written approval from the City. <br />Compensation <br />Services will be provided and invoiced on an hourly basis and not billed as a fixed fee. <br />Substantial changes in the required scope of work, including, but not limited to, major <br />project delays, additional relocation cases, split households (increase of $1,700 per split), <br />a tenant represented by an attorney, provide transport of tenants to view replacement <br />housing options at the City's request, additional hours of service requested, assistance <br />with a HUD or HCD audit, etc. will require an amendment to this Agreement. <br />The total value of this contract will not exceed the sum of $20.900.00 without a written <br />amendment to this Agreement. OPC will not perform any additional service, or incur any <br />additional expenses, in the performance of this agreement without a written amendment. <br />For activities associated with the Scope of Services above, OPC shall submit invoices <br />under the Agreement for the consulting services rendered based on the hourly rate <br />schedule as follows: <br />REV: 09-17-2020 PR <br />ATTY/AGR.2020.206/Overland, Pacific & Cutler, LLC (OPC) (Page 12 of 13) <br />
