REV: 09-27-2022 RL <br />Exhibit “A” <br />SCOPE OF SERVICES AND FEE <br />Services <br />Consultant will provide the following Services for the Temporary RV Safe Parking <br />Program: <br />Connect clients to the county Coordinated Entry System (CES) along with other <br />available community services, including to primary and behavioral health care <br />providers, housing resources, and other providers of basic needs; <br />Provide case management services to Safe Parking Program Participants to <br />transition to permanent housing alternatives; <br />Participate in Multi-Disciplinary Team (MDT) meetings to strengthen the <br />collaborative effort to effectively provide services to the unsheltered population in <br />Redwood City; <br />Administer client assistance funds to support RV residents in securing of <br />permanent housing; <br />Participate in other collaborative meetings that the City and LifeMoves determine <br />to be appropriate to maximize the objectives of the Safe Parking Program; <br />Monitor and enforce Site Rules and Regulations as well as Site Policies and <br />Procedures – especially in relationship to continued participation of Safe Parking <br />Program participants and to ensure the health and safety of all participants; <br />Provide onsite staffing of the Site during all hours of operation; and <br />Additionally, as time permits, provide outreach and engagement services to <br />unsheltered individuals and families living in RVs parked on the streets in the City <br />who are interested in accessing homeless services through the county CES. <br />Case management staffing will decrease as follows: <br />October 2022 – 3 case managers <br />November 2022 – 2 case managers <br />December 2022 – February 2023 – 1 case manager <br />Consultant may modify the staffing levels subject to approval by the City’s Homeless <br />Services Manager. <br />Objectives/Deliverables: <br />Transition remaining Safe Parking Program Participants to emergency or <br />permanent housing no later than February 28, 2023. <br />Provide case management support to Program participants focused on developing <br />and implementing housing plans. Participants who do not engage in case <br />management services will be given a time limit of 30 days to exit the Program. <br />Coordinate removal of all RVs from the Safe Parking Site within 30 days of owners <br />transitioning to housing. <br />Assure the health and safety of Site Participants. <br />ATTY/AGR.2022-Amend No. 2/LifeMoves (Page 4 of 5)
