The scope of services and technical approach described below is based upon the recently
updated UWMP regulations, and assumptions of the level of analysis and documentation
the California Department of Water Resources (DWR) will require. Final DWR guidance
is anticipated to available at the end of Fall 2020 and could potentially result in
modifications to this scope of work and associated budget. If such modifications are
necessary, Consultant will discuss with the City and identify the best approach to meeting
such requirements.
Task 1 — Information and Data Collection/Review and Kick-off Meeting
Specific information will be required for the 2020 UWMP regarding water demands and
supplies, coordination efforts, water conservation, and compliance with Senate Bill x7-7.
Prior to the kick-off meeting, Consultant will review the City's 2015 UWMP and relevant
changes and updates in the 2020 UWMP Act and DWR guidance. Consultant will provide
the City with a tabular summary of the additional data and information needs and will work
with City staff to identify when the relevant information is likely to become available. The
table will be organized by UWMP section so the intended use of the data and the manner
in which the data will be included in the UWMP is clear.
At the kick-off meeting, Consultant and City staff will discuss UWMP requirements, project
goals, opportunities, scheduling constraints, information needs, roles, responsibilities,
schedule and expectations. A key topic for discussion will be the project schedule to
ensure efficient development of the UWMP in coordination with others and the timing of
available data and information, as needed. Consultant will discuss the specific scope and
objective of the feasibility assessment of groundwater supply within Redwood City (Task
2). Meetings and subsequent workshops will be conducted using teleconference tools.
Task 1 Deliverables:
■ Project kick-off meeting, with agenda and meeting notes
■ Working data needs summary document
Task 2 — Feasibility Assessment of Groundwater Supply in Redwood City
Consultant will gather data and perform a high-level feasibility assessment of
groundwater supply in the Redwood City Service Area. This work will be informed by the
work Consultant has done in the underlying subbasin as part of the San Mateo Plain
Subbasin Assessment and work to develop groundwater within East Palo Alto.
Subtask 2.1 Review and Summarize Hydrogeology and Water Quality Information:
Consultant will conduct a review of key documents that articulate the hydrogeologic
conceptual model and groundwater conditions of the San Mateo Plain Subbasin (basin).
Consultant will also compile and review the following data in the vicinity of the City Service
Area from the San Mateo Plain Subbasin Assessment, publicly available sources, and/or
from City staff:
REV: 10-14-2020 MI
ATTY/AGR.2020.240/EKI Environment & Water, Inc.
