In addition to preparing the City's 2015 UWMP, Consultant has developed and revised <br />UWMPs and/or WSCPs for numerous agencies. Several of these agencies face similar <br />water supply reliability issues as the City and also face demand hardening, creating a <br />significant challenge in the face of mandatory water use restrictions and decreased supply <br />reliability. Consultant addressed these issues through a rigorous quantitative assessment <br />of current water use and identification of the sectors and end uses with the greatest <br />potential for water savings. As part of this effort, Consultant developed and used our DIRT, <br />a user-friendly model that supports quantitative design of WSCPs, such as will be <br />required pursuant to Making Water Conservation a California Way of Life. <br />Given the recent and severe drought, Executive Order B-29-15, and the SWRCB's <br />Emergency Drought Regulations, and recent Making Water Conservation a California <br />Way of Life (AB-1668/SB-606) legislation, WSCPs are subject to increased scrutiny and <br />will be required to be more consistent and rigorous. Based on review of available <br />information, it appears that the City surpassed its SWRCB-mandated water conservation <br />target of 8% during the drought. Consultant will work with the City to develop an approach <br />to update its WSCP that will benefit from lessons learned during the recent drought, <br />assess options to reduce water demands under projected dry -year scenarios, and meet <br />the additional requirements under the new legislation. Additionally, Consultant is aware <br />that processed AMI data is available from a recent residential outdoor water use study. <br />City will make data available to Consultant to quantify effectiveness of potential water <br />demand reduction actions during a drought. <br />As part of this task, Consultant will update the City's existing WSCP for inclusion in the <br />2020 UWMP per CWC §10632 and reflect: <br />■ The significant strides the City and its customers have made in recent years in <br />terms of water conservation (i.e., demand hardening); <br />■ The local public policy interests in how water shortages are allocated; <br />■ The mechanisms by which the necessary cutbacks can be realized; <br />■ The potential impacts of the projected cutbacks on the City revenues and staffing <br />and the local economy; and <br />■ The lead time required to implement specific actions during a water shortage (e.g., <br />adding additional meter readers in order to move to more frequent billing). <br />City will provide Consultant with common language through BAWSCA to address the new <br />drought risk assessment (DRA) requirement to assess water supply reliability (or <br />vulnerability) for a period of drought lasting five consecutive water years (CWC <br />§10635(b)). <br />Pursuant to CWC §10632.5, updated WSCPs are also required to include relevant <br />available seismic risk assessment and mitigation information to assess the vulnerability <br />of each of the various facilities of a water system and mitigate those vulnerabilities. The <br />UWMP may rely on existing documents, and information will be available by City (e.g., in <br />existing hazard mitigation plans and/or America's Water Infrastructure Act of 2018 [AWIA] <br />REV: 10-14-2020 MI <br />ATTY/AGR.2020.240/EKI Environment & Water, Inc.
