Approval of Town of Atherton's withdrawal from membership in the South <br />Bayside Waste Management Authority <br />Recommendation: <br />Adopt a resolution approving the Town of Atherton's withdrawal from the <br />South Bayside Waste Management Authority (SBWMA), provided Atherton <br />satisfies its obligation to liquidate its proportional share of debt as determined <br />by the SBWMA Board of Directors on August 20, 2020 and this liquidation <br />occurs prior to December 31, 2020. <br />CEQA: <br />This is not a project under California Environmental Quality Act (CEQA) <br />6.13. Stormwater Treatment Measures Maintenance Agreement and Public Access <br />Easement - 536 Whipple Avenue <br />Recommendation: <br />By motion, approve and authorize the City Manager to execute a Stormwater <br />Treatment Measures Maintenance Agreement and Public Access Easement with <br />Bucky Bear, LLC. <br />CEQA: <br />This is not a project under California Environmental Quality Act (CEQA) <br />6.E. Adoption of citywide electronic signature policy for the purposes of <br />conducting official business by leveraging technology to increase efficiency, <br />productivity, and accountability throughout City operations <br />Recommendation: <br />1. By motion, adopt an electronic signature policy to allow the use of electronic <br />signatures in lieu of hand-written, or "wet" signatures and facilitate the use of <br />paperless electronic documents throughout City processes, where appropriate, <br />and authorize the City Manager to make minor edits to the policy with the <br />concurrence of the City Attorney in order to facilitate the use of electronic <br />signatures; and <br />2. By motion, retroactively approve all agreements signed by the City Manager <br />and all authorized City staff utilizing electronic signature, including digital, <br />image, and facsimile, during the COVID-19 pandemic. <br />CEQA: <br />This is not a project under California Environmental Quality Act (CEQA) <br />Page 3of7 <br />
