6.G. - Page 2 of 8
Without the name recognition that Zoppe has, programming other acts during this time carries too much
financial risk.
A total of 45 shows have been scheduled from October 15t to the 25th, and attendance has been
exceptional to date. Staff explored the opportunity to extend the shows to accommodate more
attendance as well as to offer sponsored shows for low-income families.
ANALYSIS
The current run of Zoppe Circus has sold very well. Reviews are very positive exceptional and it has been
one of only a few live family entertainment opportunities in the area available due to COVID-19 health
guidelines. Staff began discussions with the Zoppe Circus to extend their current show run and provide
discounted show options for disadvantaged families. Staff received approval from the Port of Redwood
City to continue operations and do not foresee any current short term limitations. Staff and the Port of
Redwood City are working together to raise funds from the business community to support significantly
discounted tickets for disadvantaged families.
Staff have worked out an agreement for an extension of the Circus performances into November with this
current amendment. Only the City has the authority to extend performances for an additional week. Staff
will use current sales data, consideration of any Port -related issues and the 10 day weather forecast to
determine the appropriateness of extending the run. This decision will be made by 12pm on Friday for the
following weeks' shows.
FISCAL IMPACT
The Live Performance Agreement Amendment with Zoppe Circus is $121,500. The first week's obligation
would be $36,000 and subsequent weeks each being $28,500 if engaged. Based on current sales data staff
expects to cover costs while providing discount ticket opportunities for disadvantaged families. A year
end budget amendment for revenue and expenditure will be needed.
ENVIRONMENTAL REVIEW
The action proposed in this report qualifies for the Class 4 Exemption under California Environmental
Quality Act (CEQA) Guidelines Sections 15304 (Minor Alterations to Land) and 15311 (Accessory
Structures), because it involves the minor temporary use of land having negligible or no permanent
effects on the environment, as well as the construction of minor accessory structures.
PUBLIC NOTICE
Public notification was achieved by posting the agenda, with the agenda items being listed, at least 72
hours prior to the meeting.
City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.ore
153
