6.H. - Page 2 of 11 <br />ANALYSIS <br />The proposed ordinance will establish a new parking permit program for commercial areas. Much like the <br />City's Residential Permit Parking Ordinance, the proposed Commercial Permit Parking Ordinance would <br />allow the creation of commercial permit parking areas in Redwood City through the adoption of City <br />Council resolutions. Once a commercial permit parking area is established, the businesses in the area <br />could apply for permits that they can use and/or provide to their employees. The permits would exempt <br />a vehicle from the area's adopted parking time restrictions. Permits will be good for one calendar year <br />and would need to be renewed annually. The proposed ordinance also allows the City Council to establish <br />a fee to offset the costs of the permits and their issuance. <br />Following discussions with the business community, the businesses have asked that the City to adopt the <br />Commercial Permit Parking Ordinance but hold off on any resolutions establishing and implementing the <br />program areas. They would like to first see the impacts for the new RV regulations and the 2 -hour parking <br />that were recently adopted by the City Council. City staff agrees with this approach, as it will give traffic a <br />chance to normalize to the new restrictions and prevent unnecessary additional restrictions being placed <br />on the City streets. Should the RV regulations and the 2 -hour parking not meet the needs of the business <br />community staff will bring a resolution establishing the program areas to the City Council for approval. <br />FISCAL IMPACT <br />The adoption of the proposed ordinance has no costs associated with it. If and when a future resolution <br />is approved establishing a program area, the City will incur costs associated with establishing the program <br />in that area. These costs include, minor sign modifications to implement commercial permit parking areas <br />at a cost of approximately $8,000. The material purchasing cost of the permits would be approximately <br />$2,000. Additional effort would be required of the staff who issue permits. The additional staff time would <br />cost approximately $10,000. Adoption of the commercial permit program would not incur additional <br />enforcement costs because permits can be verified at the same time as the Safe Parking Program's two- <br />hour parking restrictions. <br />As previously noted, if the program area is established the estimated startup cost for establishing <br />commercial permit parking areas for the Safe Parking Program areas is $20,000 with an ongoing annual <br />cost of $12,000. Additional costs will apply if new commercial permit parking areas are added in the <br />future. Permit fee revenues could offset some of these costs, if adopted. If permit fees are not approved, <br />the first year costs for this program will be funded from the Safe Parking Program. The total estimated <br />project budget for the RV Safe Parking Program is approximately $1.7 million for two years. This includes <br />approximately $750,000 per year in operating costs, including services provided by LifeMoves, and <br />approximately $200,000 in one-time parking site improvement costs.
