6.H. - Page 10 of 11 <br />Staff recommends that Council adopt the revised ordinance based on their approval on August 24th to <br />include two hour parking on Hansen Way. <br />FISCAL IMPACT <br />Minor sign modifications will implement commercial permit parking areas at a cost of approximately <br />$8,000. The material purchasing cost of the permits would be approximately $2,000. Additional effort <br />would be required of the staff who issue permits. The additional staff time would cost approximately <br />$10,000. Adoption of the commercial permit program would not incur additional enforcement costs <br />because permits can be verified at the same time as the two-hour parking restrictions. <br />The estimated startup cost for establishing commercial permit parking areas is $20,000 with an ongoing <br />annual cost of $12,000. Additional costs will apply if new commercial permit parking areas are added in <br />the future. Permit fee revenues could offset some of these costs, if adopted. <br />ENVIRONMENTAL REVIEW <br />This activity is not a project under California Environmental Quality Act (CEQA) as defined in CEQA <br />Guidelines, section 15378, because it has no potential for resulting in either a direct or reasonably <br />foreseeable indirect physical change in the environment. <br />PUBLIC NOTICE <br />Public notification was achieved by posting the agenda, with the agenda items being listed, at least 72 <br />hours prior to the meeting. <br />ALTERNATIVES <br />The City Council may choose to: <br />1. Not approve the proposed ordinance and direct staff to find alternative solutions to support the <br />business community; or <br />2.
