These time limits will help prevent vehicles from camping on the roads in these commercial areas, <br />but will also make parking and loading operations more difficult for the businesses in these areas. As such, <br />the businesses have recognized this difficulty and have expressed that they will need additional support <br />from the City to effectively use the on -street parking for their business operations. The businesses have <br />requested the establishment of a commercial permit parking program to allow them and their employees <br />to park beyond the two-hour time limit. <br />Many of the properties in commercial areas impacted by recreational vehicles and the new parking <br />restrictions house well-established businesses and have limited on-site parking. The owners of these <br />businesses and their employees rely on the on -street parking to provide access to patrons, allow staff to <br />park within a safe reasonable distance, and during the pandemic operate contact reducing curbside <br />operations. <br />At the City Council's August 24, 2020 meeting, the Council introduced the ordinance to install two hour <br />parking on several streets. Included in these streets was both sides of Hansen Way from Veterans <br />Boulevard to Oddstad Drive. At their meeting on September 14, 2020, the ordinance had its second <br />reading and was adopted. By accident, Hansen Way was omitted from the second reading ordinance. To <br />correct this omission staff is requesting Council to provide the second reading to the corrected ordinance <br />and adopt the two hour restrictions on the previous approved streets and Hansen Way. <br />ANALYSIS <br />While the new parking restrictions will help to limit the long-term parking by vehicles, local employers and <br />their employees will also be subject to the two-hour time restrictions. The newly adopted time restrictions <br />will help the Police Department conduct their periodic parking enforcement and create the turnover that <br />the businesses need. <br />The proposed ordinance will establish a new parking permit program for commercial areas. Much like <br />Redwood City's Residential Permit Parking ordinance, the proposed Commercial Permit Parking ordinance <br />would allow the creation of commercial permit parking areas in Redwood City through the adoption of a <br />City Council resolution. Once a commercial permit parking area is established, the employers and <br />employees in the area could apply for parking permits for their use. The permits exempt a vehicle from <br />the area's adopted time restrictions. Permits will be good for one calendar year and would need to be <br />renewed annually. The proposed ordinance will also allow the City Council to establish a fee for the <br />permits to offset the costs of the permits and their issuance. The business community is generally <br />accepting of a nominal permit fee. <br />If the proposed ordinance is introduced and recommended for a second reading, staff will schedule the <br />ordinance for a second reading and bring to Council the resolutions for the establishment of the <br />commercial permit parking areas.
