STRATEGIC PLAN GUIDING PRINCIPLE Transportation BACKGROUND In 2015, the City Council approved the 2014 Overlay Project, which included the repaving of Whipple Avenue between EI Camino Real and Upland Road. It also included the repaving of the Whipple Avenue US 101 overpass and Veterans Boulevard between Whipple Avenue and the US 101 southbound off ramp. From late 2015 to early 2016, work was completed on the portion which consisted of Whipple Avenue from EI Camino Real to Upland Road. At that time, the City was in the process of applying for an encroachment permit from Caltrans to complete the Whipple Avenue overpass and the Veterans Boulevard off -ramp portions of the work. The Whipple US 101 overpass and the off -ramp onto Veterans Boulevard are under Caltrans jurisdiction and require a Caltrans permit for any work. Due to the delays associated with getting the Caltrans permit, the City's contractor was not willing to complete the project under the original contract. City staff attempted negotiations with the contractor but was unable to reach acceptable terms. Staff then removed the remaining work from the original project's scope, closed the project, created a new project (Whipple and Veterans Overlay Project), and put it out to bid to select a new contractor.
