6.B. - Page 2 of 4 <br />At its February 25, 2019 meeting, the City Council awarded a construction contract for the Whipple and <br />Veterans Overlay Project to G. Bortolotto & Company, Inc. The project was awarded for a base bid of <br />$711,111. <br />This project is part of the City's Roadway Management Program, which is designed to address ongoing <br />pavement repair and replacement. Pavement requires repairs for a variety of reasons including general <br />aging, the damaging effects of traffic loads, weather, intrusive tree roots and water. The Roadway <br />Management Program inventories, assesses, and tracks the maintenance of the City's roadways. <br />Roadways are selected for resurfacing based on staff's assessment of overall condition and projects are <br />coordinated to make the most efficient use of resources. <br />ANALYSIS <br />The project repaired failed asphalt sections on Whipple Avenue at the US 101 overpass and on sections <br />of Veterans Boulevard. An overlay was then done to portions of Whipple Avenue and Veterans Boulevard <br />with 2-2.5 inches of asphalt concrete. This project also installed additional striping changes such as adding <br />bike lanes to the Whipple Avenue overpass. These changes were reviewed and approved by Caltrans. The <br />improvements comply with the City's Complete Streets Policy. The attached location map details the exact <br />project location. <br />Due to the delay associated with getting the Caltrans encroachment permit, construction did not start <br />until the winter 2019. The original scope of work was completed by February 2020. Caltrans also required <br />additional work that was not part of the project's original scope. This included the exposure and review <br />of the overcrossing bridge deck for cracks and to provide stress relief improvements for the pavement <br />that was installed near the joints of the bridge deck. Due to these new requirements and the impacts of <br />the COVID-19 pandemic, the project was not fully completed until August 2020. <br />The project was successfully completed in accordance with City specifications. Three contract change <br />orders were issued, modifying the scope of work, totaling $29,083 in additional costs. The final quantities <br />for bid items were adjusted down due to significantly less spot reconstruction being required than what <br />was originally estimated, reducing the contract price by $44,611. The revised project scope, including the <br />change orders and the lowered item quantities, resulted in a final contract amount of $695,583, or <br />$15,528 less than the original bid amount of $711,111. <br />FISCAL IMPACT <br />The City secured $548,000 in grant funds from the Surface Transportation Program/Congestion Mitigation <br />and Air Quality Improvement (STP/CMAQ) fund for the project. Phase One of the project, the 2014 Overlay <br />Project, used $294,957 of the grant. For Phase Two, the Whipple and Veterans Overlay Project, $253,043 <br />of grant funds were used.
