6.B. - Page 3 of 4
ENVIRONMENTAL REVIEW
Accepting the project and releasing bonds and retention is not a project under the California
Environmental Quality Act (CEQA) as defined in the CEQA Guidelines, section 15378 because it has no
potential for resulting in either a direct or reasonably foreseeable indirect physical change in the
environment. Prior to construction, Caltrans determined that the Whipple and Veterans Overlay Project
met specified NEPA exclusion criteria. On February 25, 2019, the City of Redwood City determined that
the Whipple and Veterans Overlay Project met the CEQA exemption criteria as set forth in Sections 15301,
(Class 1 — "Existing Facilities") and Section 15302 (Replacement or Reconstruction) because the streets
are an existing right of way and the project would not involve any expansion of use, and because the
project involves the partial reconstruction of the streets.. Furthermore, the project was designed and built
according to the City's Engineering Standards and accepted practices.
PUBLIC NOTICE
Public notification was achieved by posting the agenda, with the agenda items being listed, at least 72
hours prior to the meeting.
ALTERNATIVES
The City Council may choose not to accept the project or authorize the release of bonds and retention;
however, this would be contrary to the terms of the contract, prior City Council action, and public
contracting code.
ATTACHMENTS
Attachment A — Project Location Map
REPORT PREPARED BY:
Christian Hammack, Parking and Transportation Demand Management Manager
chammack@redwoodcity.org
(650) 780-7378
APPROVED BY:
Mark Muenzer, Community Development & Transportation Director
Melissa Stevenson Diaz, City Manager
City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.ore
