6.B. - Page 3 of 4 <br />ENVIRONMENTAL REVIEW <br />Accepting the project and releasing bonds and retention is not a project under the California <br />Environmental Quality Act (CEQA) as defined in the CEQA Guidelines, section 15378 because it has no <br />potential for resulting in either a direct or reasonably foreseeable indirect physical change in the <br />environment. Prior to construction, Caltrans determined that the Whipple and Veterans Overlay Project <br />met specified NEPA exclusion criteria. On February 25, 2019, the City of Redwood City determined that <br />the Whipple and Veterans Overlay Project met the CEQA exemption criteria as set forth in Sections 15301, <br />(Class 1 — "Existing Facilities") and Section 15302 (Replacement or Reconstruction) because the streets <br />are an existing right of way and the project would not involve any expansion of use, and because the <br />project involves the partial reconstruction of the streets..
