6.B. - Page 2 of 39 <br />The PREP Phase 1 Initial Study (completed December 2017) considered potable reuse alternative <br />concepts, including groundwater replenishment reuse and Reservoir Water Augmentation (RWA) at <br />Crystal Springs Reservoir (CSR) and Bear Gulch Reservoir. <br />The PREP Phase 2 Concept Study (completed May 2019) further defined the concept of a RWA project at <br />CSR. Phase 2 also include a parallel study of PREP Institutional Considerations, which provided a <br />preliminary evaluation of institutional considerations related to the implementation of a potable reuse <br />project that augments CSR with purified water. <br />ANALYSIS <br />The PREP Phase 3 Feasibility Study will provide additional analysis of reservoir water augmentation at CSR <br />and explore alternatives for Direct Potable Reuse (DPR) on the San Francisco Mid -Peninsula region. This <br />work will build on the Phase 2 PREP Concept Study and assess issues related to mixing and achieving <br />sufficient retention times, optimizing reservoir operations and other implementation considerations for <br />RWA at CSR. DPR concept alternatives will be developed, along with conceptual level costs and a <br />discussion of regulatory and implementation considerations for implementing a Raw Water Augmentation <br />(RWA) or Treated Water Augmentation (TWA) project to directly augment the drinking water supply with <br />purified water. Key decision metrics will be developed through discussion with the PREP TAC, and applied <br />to the RWA and DPR alternatives to compare costs, benefits, limitations and risks and help determine a <br />path forward. The total financial contribution of all PREP parties for Phase 3 is $282, 161, with the City's <br />contribution totaling $20,000. <br />FISCAL IMPACT <br />Funding for the City's share of this study is available in the Water Operating and Capital Projects Funds <br />no budget adjustment is required. <br />ENVIRONMENTAL REVIEW <br />This activity is not a project under California Environmental Quality Act (CEQA) as defined in CEQA <br />Guidelines, section 15378, because it has no potential for resulting in either a direct or reasonably <br />foreseeable indirect physical change in the environment. <br />PUBLIC NOTICE <br />Public notification was achieved by posting the agenda, with the agenda items being listed, at least 72 <br />hours prior to the meeting. <br />Page 2 of 3 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.ore <br />24 <br />
