6.B. - Page 4 of 39 Attachment A <br />MEMORANDUM OF AGREEMENT AMONG <br />BAY AREA WATER SUPPLY AND CONSERVATION AGENCY, <br />CALIFORNIA WATER SERVICE COMPANY, CITY OF REDWOOD CITY, <br />CITY OF SAN MATEO, CITY & COUNTY OF SAN FRANCISCO PUBLIC <br />UTILITIES COMMISSION, AND SILICON VALLEY CLEAN WATER <br />REGARDING POTABLE REUSE EXPLORATORY PLAN <br />PHASE 3 FEASIBILITY STUDY <br />THIS MEMORANDUM OF AGREEMENT ("Agreement"), made in the State of <br />California on this day of , 2020, is by and among the Bay Area Water Supply <br />and Conservation Agency ("BAWSCA"), California Water Service Company ("Cal <br />Water"), City of Redwood City ("Redwood City"), City of San Mateo ("San Mated'), City <br />& County of San Francisco acting by and through its Public Utilities Commission ("San <br />Francisco' or "SFPUC"), and Silicon Valley Clean Water, a Joint Powers Authority <br />("SVCW"), referred to collectively herein as the "Parties" and individually as a "Party." <br />RECITALS <br />1. WHEREAS, the Parties represent, own, or operate independent water or wastewater <br />treatment systems that collectively serve the needs of over 2.7 million residents and <br />businesses in the San Francisco Bay Region; and <br />2. WHEREAS, the Parties recognize that California is prone to droughts that would be <br />exacerbated by climate change; and <br />3. WHEREAS, the Parties recognize that the use of advanced water purification <br />technology for potable reuse is being developed and implemented across the state; and <br />4. WHEREAS, the Parties recognize that potable reuse may provide water supply <br />reliability and/or water quality benefits to the Parties and the public they all serve; and <br />5. WHEREAS, each Party to this Agreement has a clear objective related to the <br />development of a coordinated plan for potable reuse in the San Francisco Bay Region, <br />as follows: <br />Silicon Valley Clean Water and City of San Mateo (Wastewater Agencies): <br />To support local, regional, and State goals for recycled water use and promote the <br />development of recycled water supplies to provide maximum benefit to our service <br />areas. <br />Bay Area Water Supply and Conservation Agency: To identify a potential <br />new water supply to meet the dry -year water supply reliability needs of its member <br />REV: 10-06-2020 MI <br />W <br />ATTY/AGR.2020.216/MOA- SVCW, SFPUC, BAWSCA, Cal -Water, City of San Mateo (Page 1 of 36) <br />
