6.B. - Page 4 of 39 Attachment A MEMORANDUM OF AGREEMENT AMONG BAY AREA WATER SUPPLY AND CONSERVATION AGENCY, CALIFORNIA WATER SERVICE COMPANY, CITY OF REDWOOD CITY, CITY OF SAN MATEO, CITY & COUNTY OF SAN FRANCISCO PUBLIC UTILITIES COMMISSION, AND SILICON VALLEY CLEAN WATER REGARDING POTABLE REUSE EXPLORATORY PLAN PHASE 3 FEASIBILITY STUDY THIS MEMORANDUM OF AGREEMENT ("Agreement"), made in the State of California on this day of , 2020, is by and among the Bay Area Water Supply and Conservation Agency ("BAWSCA"), California Water Service Company ("Cal Water"), City of Redwood City ("Redwood City"), City of San Mateo ("San Mated'), City & County of San Francisco acting by and through its Public Utilities Commission ("San Francisco' or "SFPUC"), and Silicon Valley Clean Water, a Joint Powers Authority ("SVCW"), referred to collectively herein as the "Parties" and individually as a "Party." RECITALS 1. WHEREAS, the Parties represent, own, or operate independent water or wastewater treatment systems that collectively serve the needs of over 2.7 million residents and businesses in the San Francisco Bay Region; and 2. WHEREAS, the Parties recognize that California is prone to droughts that would be exacerbated by climate change; and 3. WHEREAS, the Parties recognize that the use of advanced water purification technology for potable reuse is being developed and implemented across the state; and 4. WHEREAS, the Parties recognize that potable reuse may provide water supply reliability and/or water quality benefits to the Parties and the public they all serve; and 5. WHEREAS, each Party to this Agreement has a clear objective related to the development of a coordinated plan for potable reuse in the San Francisco Bay Region, as follows: Silicon Valley Clean Water and City of San Mateo (Wastewater Agencies): To support local, regional, and State goals for recycled water use and promote the development of recycled water supplies to provide maximum benefit to our service areas.
